OSLO, October 20, 2026 —
Ukrainian President Volodymyr Zelensky met with U.S. special envoy Steve Witkoff in Oslo, Norway, on Tuesday as diplomatic tensions between Washington and Kyiv continued to deepen.
The meeting, hosted by Norwegian Prime Minister Jonas Gahr Støre and Finnish President Alexander Stubb, aimed to revive diplomatic efforts to end Russia’s war against Ukraine and address growing disagreements over American support for Kyiv. U.S. President Donald Trump’s son-in-law, Jared Kushner, was expected to participate remotely.
The talks come amid increasing friction between Trump and Zelensky over military assistance, sanctions on Russia and the terms of a possible peace agreement.
Dispute Over Military Support
Ukraine has raised concerns about delays in air-defense deliveries, the lack of advance warnings about Russian missile attacks and reported limitations affecting the use of SpaceX’s Starshield satellite communications system for Ukrainian military operations.
Zelensky has argued that reliable intelligence and air-defense capabilities remain essential to protecting Ukrainian cities and infrastructure from Russian attacks.
U.S. Secretary of State Marco Rubio acknowledged that some air-defense missiles purchased by European countries for Ukraine might not yet have been delivered. However, he rejected allegations that Washington had deliberately changed its policy to undermine Ukraine’s defense.
The disagreement has added to uncertainty over the future of U.S. military and intelligence support.
Trump’s Position Raises Concerns in Kyiv
Relations have deteriorated further following Trump’s public criticism of Zelensky and recent decisions easing certain sanctions on Russian energy-related activities.
Trump has urged Kyiv to pursue negotiations and suggested that someone else could negotiate on Ukraine’s behalf. His comments have raised concerns among Ukrainian officials and European allies about Washington’s approach to the conflict.
European governments have continued to support Ukraine and are seeking to preserve a coordinated diplomatic approach while ensuring Kyiv has a meaningful role in discussions about its future.
Russia’s Attacks Continue
The diplomatic tensions are unfolding as Russia continues attacks on Ukrainian cities and energy infrastructure. Ukrainian officials have reported casualties and power disruptions following recent strikes.
Ukraine has also resumed attacks on Russian energy facilities after temporarily holding back in response to Trump’s call for both sides to avoid targeting energy infrastructure.
The competing military actions and disagreements over a potential ceasefire underline the challenges facing international efforts to end the war.
What Happens Next?
The Oslo meeting represents another attempt to keep diplomatic channels open despite serious disagreements between the United States and Ukraine.
Whether the talks produce concrete progress will depend on further negotiations, the future of military assistance and whether the parties can agree on credible security arrangements.
For Ukraine, maintaining international support while resisting Russian military pressure remains a central priority. For Washington and its European partners, the challenge is to find a diplomatic path forward without allowing disagreements to derail efforts to end the conflict.
