Trump Envoy Urges Putin to Resume Ukraine Peace Talks as Russia Releases US Citizen
ST. PETERSBURG, Russia — October 21, 2026
U.S. special envoy Steve Witkoff urged Russian President Vladimir Putin to consider restarting trilateral peace talks involving the United States, Russia and Ukraine during a meeting in St. Petersburg on Wednesday. The discussions came as Washington renewed efforts to find a diplomatic path toward ending the war in Ukraine.
Russia also released Stephen Hubbard, a 74-year-old American and retired schoolteacher who had been held in Russian custody for more than four years. His release coincided with Witkoff’s visit and was described as a goodwill gesture. U.S. President Donald Trump had reportedly asked Putin to release him, and the case was not part of a prisoner exchange, according to reports by the Associated Press and other news organizations.
New Push for Diplomatic Talks
Witkoff met Putin at the Constantine Palace in St. Petersburg, bringing new proposals intended to help advance negotiations over the conflict. The American envoy said he hoped the meeting would lay the groundwork for renewed discussions among Washington, Moscow and Kyiv.
The visit followed talks in Oslo, Norway, where Witkoff had met Ukrainian President Volodymyr Zelenskyy and European leaders. Those discussions focused on elements of a possible peace framework, including security guarantees for Ukraine, postwar economic arrangements and wider European security concerns.
Russia and Ukraine, however, remain divided over the terms of a settlement. Moscow has maintained demands involving control of the eastern Donetsk region and Ukraine’s future relationship with NATO, while Kyiv continues to seek security assurances against further Russian aggression.
Stephen Hubbard Released From Russian Custody
Hubbard’s release was another significant development during the diplomatic visit. Russian authorities had detained him in 2022, and he was later sentenced in a closed trial on charges related to fighting for Ukraine as a mercenary. His family has disputed the accusations.
The release brought relief to his family and added a humanitarian dimension to the meeting between Putin and Witkoff. It remains separate from the broader challenge of negotiating an end to the war.

Major Obstacles Remain
Despite renewed diplomatic activity, the meeting did not establish that a comprehensive peace agreement had been reached. Fighting continues, and the two sides remain far apart on territorial questions and Ukraine’s long-term security.
The next stage will depend on whether the United States, Russia and Ukraine can agree on a framework for formal negotiations and whether their respective governments are prepared to make compromises.
For now, Witkoff’s visit and Hubbard’s release represent developments in diplomatic engagement, but a lasting settlement remains uncertain.
